Inquiry into Asset Management

I refer to the e-mail dated 04 December 2012 from Daniel Collier on behalf of Linda Heard, Support Officer, Committee Service at the National Assembly for Wales requesting information to help your enquiry into the process of Asset Management.

 

In 2001, an Asset Management Planning Task and Finish Group was set up comprising representatives from the National Assembly, the Consortium of Local Authorities in Wales (CLAW), the WLGA and the Audit Commission.  The Group produced a document in September 2001 entitled “A Guidance to Asset Management Planning in Wales”.  In January 2003, a supplementary guidance on the format of Asset Management Plan documents was produced.  Similar to other Welsh Local Authorities, it is these guidance documents that Ceredigion County Council has been using over the years in relation to Asset Management.

 

In addition, in recent years, the County Council has also been referring to the document prepared by the Royal Institution of Chartered Surveyors (RICS) entitled “RICS Public Sector Asset Management Guidelines – A guide to best practice” that was produced in January 2008.

 

In September 2010, Ceredigion County Council signed an Inter Authority Agreement with Powys County Council which established a firm and lasting basis for both Councils to work in co-operation and share resources in relation to Property Services, Engineering Strategy, Transport Services, Waste Services and Engineering Operations (Central Wales Infrastructure Collaboration Project).  Following discussions with Powys County Council, both Councils follow the above guidelines.
